Local Rules with effect from 1st January 2019

1. BOUNDARIES:- The boundaries of the course are defined as follows:
a)  Wire fencing or stone foundation
b)  White stakes Left Hand Side of 4th fairway
c)  The railing abutting the racetrack on holes 6 & 15
d)  The inner railing abutting the racetrack on holes 7 to 14 (Angled Support is OB
e)  The outer railing abutting the racetrack on holes 16 to 18
f)  White stakes beyond greens 5 & 18
g)  White stakes surrounding the Water Treatment plant LHS 7th fairway
h)  White stakes around the Equine Swimming Pool LHS 9th fairway
Players must take Stoke & Distance Relief for Out of Bounds & Lost Ball
2. FREE RELIEFS:-
a)  All areas bounded by white lines are no play Zones, free relief must be taken
b)  Metal road Left Hand Side of 5th fairway
c)  The safety net erected on the Left-Hand Side of 17th fairway (relief for interference for stance and swing only)
d)  Band work around all greens, on the apron
e)  Edging Groove defining fairways, Throughout the course
f)  All teeing ground boards, sprinkler tapping points, yardage markers and other man-made objects.
g)  Prohibiting Relief from Abnormal Ground Conditions when only Stance Interference Exists: Interference does not exist if a hole, cast or runway made by a burrowing animal, a reptile or a bird, Fire or bull ant mounds, nests or beds only interferes with the player's stance.
h)  Extensive Damage Due to Heavy Vehicles: Ground under repair includes areas of unusual damage such as ruts caused by tractors throughout the Course.
3. PENALTY AREAS (Earlier called as Water Hazards):- Penalty areas are defined as either red or yellow. If the colour of a penalty area has not been marked or indicated, it is treated as a red penalty area.
a)  Dropping Zone - At penalty area on Hole # 6. As an extra option drop the original ball or another ball in the dropping zone defined by white lines located to the Left and front of the penalty area.
b)  No play Zone When a ball is lying on the tarpaulins in the Holes No1 & hole No: 13 within the penalty area, the ball must not be played as it lies and relief must be taken with one Stroke Penalty.
4. PROTECTION OF YOUNG TREES:-
The young trees with a height of 2 club lengths, (May be identified by white stakes) are no play zones: If a player's ball lies anywhere on the course other than in a penalty area and it lies on or touches such a tree or such a tree interferes with the player's stance or area of intended swing, the player must take relief without Penalty.
5. RELIEF FROM DUNG:-
There is no free relief from the heap of Dung on the left of 4th fairway.
6. DAMAGE BY DOGS & OTHER ANIMALS:-
In the bunkers, if a Ball Lies on the areas of damage caused by dogs, FREE RELIEF IS ALOWED only for Ball Not for Stance or Swing.
7. PRACTICE GREEN & PRACTICE TEE BOX:-
The Practice green & Practice Tee Box located in front of the 17th tee, is a no play zones and hence treated as ground under repair and a player MUST take free relief.
8. ALL TOWERS, LIGHTING & PUBLIC LIGHT POLES :-
If a ball strikes an on-course lighting unit or public light pole, towers, the ball must be played as it lies. If the ball is lost or out of bounds, Rule 18 applies.
9. SAND TRACK, TRNCHES AROUND THE GROWNUP TREES:-
If the ball lies on the Race Sand track, trenches around the Trees, play the ball as it lies or take relief with one stroke penalty.
10. BUND SCHOOL FOR TRAINING HORSES ON HOLES 9 & 10 & 14:-
Bund School area is declared as Penalty area Marked with Red Stakes. If the Ball lies inside the bund school on Holes 9, 10 & 14. Play the Ball as it lies or take relief with one stoke penalty.
11. PREFERED LIE:-
Players can take ONE preferred lie on all Par- 4 holes and TWO preferred lies on all Par-5 holes, within one club Length, only if the ball lies inside the FAIRWAY. No Preferred lie in Par -3 Holes.

THE RULES OF GOLF EFFECTIVE JANUARY 1st, 2019 AND THE INTERPRETATIONS ON THE RULES OF GOLF, 2019 AS APPROVED BY THE R & A RULES LIMITED AND THE UNITED STATES GOLF ASSOCIATION WILL APPLY. LOCAL RULES CONSISTENT WITH THE POLICY SET FORTH UNDER COMMITTEE PROCEDURES OF THE RULES ARE AS FOLLOWS.
1. BOUNDARIES:- The boundaries of the course are defined as follows:

2. OUT OF BOUNDS:- Beyond any wall, fence or white stakes defining the boundary of the course.
a)  When defined by stakes or a fence, the boundary edge is defined by the line between the course-side points of the stakes or fence posts at ground level (excluding angled supports), and those stakes or fence posts are out of bounds.
A ball is out of bounds when all of it lies on or over such line.
b)  When defined by a painted line on the ground, the boundary edge is the course-side edge of the line, and the line itself is out of bounds.
3. ABNORMAL COURSE CONDITIONS (INCLUDING IMMOVABLE OBSTRUCTIONS) (RULE 16.1):-
a)  All areas bounded by white lines are no play Zones and Model Local Rule E-8.1 applies , free relief must be taken from interference by the no play zone under Rule 16.1f
b)  Metal road LHS of 5th fairway
c)  The net LHS of 17th fairway (relief for interference for stance and swing only)
d)  Band work around all greens, on the apron
e)  Edging Groove defining fairways, in the General Area : Modified Model Local Rule F-19 applies
f)  All teeing ground boards, sprinkler tapping points, yardage markers and other man-made objects not defined as integral to the course.
g)  Relief from Seams of Cut Turf : Model Local Rule F-7

If a player's ball lies in or touches a seam of cut turf or a seam interferes with the player's area of intended swing:
(i) Ball in General Area. The player may take relief under Rule 16.1b.(Hole # 17)
(ii) Ball on Putting Green. The player may take relief under Rule 16.1d. But interference does not exist if the seam only interferes with the player's stance. All seams within the area of cut turf are treated as the same seam in taking relief. This means that if a player has interference from any seam after dropping the ball, the player must proceed as required under Rule 14.3 c (2) even when the ball is still within one club-length of the reference point.

h)  Prohibiting Relief from Abnormal Ground Conditions when only Stance Interference Exists: Model Local Rule F-6

Rule 16.1 is modified in this way: Interference does not exist if a hole, cast or runway made by a burrowing animal, a reptile or a bird, Fire or bull ant mounds, nests or beds only interferes with the player's stance. i)  Ground under repair treated as part of nearby Obstruction

(i)Model Local Rule F-3.1 White-lined areas of ground under repair and the identified obstruction they tie into, are treated as a single abnormal course condition when taking relief under Rule 16.1.
(ii) Model Local Rule F-3.3 Decorative planted areas, such as flower beds that are surrounded by an Artificially surfaced road or path (including everything growing within that area) and the road or path are treated as a single abnormal course condition when taking relief under Rule 16.1.

j)  Extensive Damage Due to Heavy Vehicles

Model Local Rule F-4 is modified as follows:
Ground under repair includes areas of unusual damage such as ruts caused by tractors.

4. PENALTY AREAS (RULE 17):-
Penalty areas are defined as either red or yellow.
Yellow penalty areas (marked with yellow lines or yellow stakes) give the player two relief options (Rules 17.1d(1) and (2)).
Red penalty areas (marked with red lines or red stakes) give the player an extra lateral relief option (Rule 17.1d(3)), in addition to the two relief options available for yellow penalty areas.
If the colour of a penalty area has not been marked or indicated, it is treated as a red penalty area.

a) Dropping Zone
Model Local Rule E-1.1 applies for penalty area on Hole # 6.
As an extra option drop the original ball or another ball in the dropping zone defined by white lines located to the right and back of the penalty area. The dropping zone is a relief area under Rule 14.3
b) No play Zone
Model Local Rule E-8.2
The area within the red penalty area defined by red stakes with green tops, on holes 1 and 13,is a no play zone. When a ball is lying on the tarpaulins in the no play zone within the penalty area, the ball must not be played as it lies and relief must be taken from interference by the no play zone under Rule 17.1e.

5. BALL DEFLECTED BY POWER LINE : MODEL LOCAL RULE E-11:-
If it is known or virtually certain that a player's ball hit a power line or tower or a wire or pole supporting a power line during the play of a hole, the stroke does not count. The player must play a ball without penalty from where the previous stroke was made.

6. PROTECTION OF YOUNG TREES: Model Local Rule E-10 :-
The young trees identified by white stakes are no play zones: If a player's ball lies anywhere on the course other than in a penalty area and it lies on or touches such a tree or such a tree interferes with the player's stance or area of intended swing, the player must take relief under Rule 16.1f.
If the ball lies in a penalty area, and interference to the player's stance or area of intended swing exists from such a tree, the player must take relief either with penalty under Rule 17.1e or with free relief under Rule 17.1e(2).

7. RELIEF FROM DUNG: Model Local Rule F-12 :-
At the player's option, dung from Horses & Dogs may be treated either as a loose impediment that may be removed under Rule 15.1, or Ground under repair from which relief is allowed under Rule 16.1. If dung is found on the putting green, the player may also use a suitable greens switch or other tool to remove the dung from the line of play. If doing so improves the line of play or other conditions affecting the stroke, there is no penalty under Rule 8.1a.

8. DAMAGE BY DOGS:-
Model Local Rule F-10 is modified as follows:
In the bunkers general area, areas of damage caused by dogs are treated as ground under repair from which relief is allowed under Rule 16.1b.
[But interference does not exist if the damage only interferes with the player's stance.]
9. PRACTICE GREEN:-
Model Local Rule D-5.3 is modified as under:
The practice green located in front of the 17th tee is not a wrong green but is a no play zones and hence treated as ground under repair and a player MUST take free relief under Rule16.1b.
10. PROHIBITING USE OF CERTAIN TYPES OF SHOES: Model Local Rule G-7:-
Rule 4.3a is modified in this way: During a round, a player must not wear non golf shoes such as trainers, keds, running, tennis or other similar shoes.

11. ON COURSE UNITS USED FOR LIGHTING & PUBLIC LIGHT POLES:-
If a ball strikes an on-course lighting unit or public light pole, the ball must be played as it lies. If the ball is lost or out of bounds, Rule 18 applies.
12. REPLACEMENT OF CLUB THAT IS BROKEN OR SIGNIFICANTLY DAMAGED:-
Model Local Rule G9 is modified as under:
Rule 4.1b(3) is modified in this way:
If a player’s club is “broken or significantly damaged” during the round by the player or caddie, except in cases of abuse, the player may replace the club with any club under Rule 4.1b(4).
When replacing a club, the player must immediately take the broken or significantly damaged club out of play, using the procedure in Rule 4.1c(1). For the purposes of this Local Rule:

a) A club is “broken or significantly damaged” when.
b) The shaft breaks into pieces, splinters or is bent (but not when the shaft is only dented).
c) The club face impact area is visibly deformed (but not when the club face is only scratched).
d) The clubhead is visibly and significantly deformed.
e) The clubhead is detached or loose from the shaft.
f) The grip is loose.

Exception: A club face or clubhead is not “broken or significantly damaged” solely because it is cracked.

13. INTEGRAL PARTS OF THE COURSE:-
(i) All trenches around grown trees
(ii) Sand track on Holes 6 to 15
(iii) Bund School for training horses on holes 9,10 & 14
